Matt Anders, planning and project section supervisor at the Idaho Department of Water Resources, walked the committee through rule docket 37‑O312‑2501, a rulemaking to update water distribution rules for Water District 34 in the Big Lost River (Mackay and Arco areas). Anders said most substantive edits are limited to rule sections 10 (definitions), 25 (river reaches) and 040 (allocation of natural flow) and emphasized changes primarily clarify terminology and remove redundant text.
