City Secretary Austin presented a proposed monument-installation release and authorization form and told the council it was prompted by a recent incident in which an individual without plot ownership purchased a monument against the verbal wishes of the decedent's family. "The purpose of implementing a monument installation release and authorization agreement is to clearly document approval and responsibility before any monument is placed on cemetery property," Austin said.
