Staff presented a proposal from EMC Engineering Services to administer the 2026 LMIG (Local Maintenance & Improvement Grant) bid process at an estimated fee of $62,810; staff also said the 2026 LMIG work was estimated at about $1,675,000. An EMC representative outlined the scope—assessments, bid documents, recommendations for award, construction management and on‑site inspection—and said the fee is based on a percentage of total construction costs.
