Developer’s engineer says drainage increase is minimal; staff flags unreviewed submissions and mapping conflicts
Oct 7, 2026
Atencio Engineering told commissioners the modeled increase in peak flow in the largest basin is about 5 CFS (over ~1,102 CFS historic flow) and recommended erosion controls; staff and county engineer noted that a new drainage plan was submitted late and has not been fully reviewed and that detention features and existing infrastructure inside designated open space raise mapping concerns.
The full story
Amanda Atencio, the project civil engineer, reviewed the stormwater work for the Royal Gorge Ranch & Resort PUD and described methods used to analyze runoff, historic off‑site flows and basin peak discharges. Atencio said the largest drainage basin (DP‑1) historically conveys about 1,102 CFS and that the modeled peak increase attributable to the development was about 5 CFS; she advocated using existing ravines, check dams and rain barrels rather than widespread detention ponds that would disturb steep terrain.
