Pratt County awards lagoon contract after low‑bid paperwork issue

Jacob Kroll, an engineer with Kirk and Michael, opened the bid review for the Pratt County Safety Center lagoon project and told commissioners "With those bids, we received 3 bids, 1 from S Field Construction, 1 from Smiley Construction, 1 from Smoky Hill Construction." He identified S Field as the apparent low bidder but said "S Field Construction did not sign their bid bond when they sent in their paperwork." Kroll said Smiley Construction had submitted a signed cashier's check in place of a bond and that Smiley's paperwork was complete.
