The committee examined the draft's treatment of the 5-year cycle that limits the number of lot divisions before subdivision review is required. Staff explained the common approaches and why tracking matters: "So it's 4 parts before lehi in a 5 year period," a member said while explaining the rationale for a cyclical limit; others noted that different counties apply the rule differently and that the ordinance should pick a single, clearly trackable approach.
