Committee hears why several state grants did not materialize in 2025
Finance staff said Sunbury budgeted several state grants that were not received in 2025 — notably a $500,000 ODNR item and a $300,000 OPWC grant — and explained that a $1.25M Ohio to Erie Trail payment in 2024 distorts year-over-year comparisons.

The Finance Director told the committee that state grant receipts in 2025 were well below budgeted amounts. "We budgeted $1,320,000 and only received 463,000," the director said, explaining that the $463,000 was FEMA funding for the Walnut Street stabilization project and that other budgeted amounts (including $500,000 for an ODNR item and $300,000 for an OPWC grant) were not received in the year and remain uncertain in timing.
