The Grant Agreement includes a detailed incentives section that applies "when included in the approved Work Plan or Budget." It requires Grantees to have written policies addressing purchase, security, distribution and asset tracking; mandates separation of duties so that no single employee both authorizes and physically handles incentives; and limits inventory to no more than three months’ worth.
