Consultants warn PLC vulnerability: no password or backup for plant controller

Oct 8, 2026

Bollig told the commission the plant's programmable logic controller (PLC) was upgraded recently but the city lacks the password or programmer backup; losing that controller would force manual operation until reprogramming or replacement, potentially costing tens of thousands and complicating operations.

The full story

Bollig engineers told the commission the plant controls were upgraded in or around 2021 but the city does not have the password or a backup of the PLC program. "You've got the controller... the city doesn't have the password to get in nor does the original programmer. So, there's no backup to that program," Nathan Vice said, warning that a failed controller would require manual operation until the program is rewritten or the controller replaced.
