The council heard an update on the city’s financial work as Acting City Manager Chambers introduced newly hired Finance Director Louis Rios, who said he brings about 15 years of government finance experience. "My name is Louis Rios," he said when introduced; Chambers told the council Rios "hit the ground running" after starting Oct. 5.
