Local builder proposes phased 19-home start for Felton site

Vaughn Mercury, representing M and D Construction, presented a phased plan that would start with one street and roughly 19 homes in phase 1. Mercury said the company would likely sell lots to local contractors rather than building all houses itself and that lots would be prepared with sewer deep enough to allow basements if builders choose to add them.
