Rising Star Trust representatives told the USD 49 board they propose roughly 78 units at the Felton site aimed at entry-level homeownership for working families in Hays. The team emphasized durability, quality and long-term residents rather than short-term rentals and estimated that bringing utilities (curb, gutter and roads) to the site would cost about "$1,200 per linear foot," a major upfront expense they said they were prepared to absorb.
