Committee adds Rochelle Cleland write-up as appendix, to be referenced in recommendations

The committee voted to include a document prepared by Rochelle Cleland as an appendix to the final report, and to reference it in the recommendations section addressing harm prevention. Paul and Tracy supported including the text as supplementary material rather than integrating it directly into the body because the document was authored in first person and focused heavily on childhood abuse issues.
