In the Parks Master Plan update, Richard Fibish said the City has initiated a limited and conditional Notice to Proceed authorizing Task 0 (project management and coordination) on a pre‑contract basis while the final legal review of the professional services agreement continues. The authorization permits staff to begin project management and coordination work pending contract execution.
