Council adopted Resolution 2026‑41 on Oct. 5, 2026, to begin the property‑interest appropriation process for the Burbank‑Oldman‑Winkler Improvement Project, which staff described as a preliminary step toward constructing a roundabout and related infrastructure. The resolution passed 4–3; because it did not reach the supermajority emergency threshold it will take effect after the normal waiting period rather than immediately.
