District construction staff presented PCCO-4 for Hayes Middle School and recommended returning $101,708.87 from owner and construction contingencies and held allowances back into the bond project fund. The presenter said the district originally held just over $200,000 and the change order reflects roughly half of that being returned; those dollars could be reallocated to Felton Elementary or other bond-funded needs.
