Buie Franks of Gallagher Construction presented the construction-manager-agent (CMA) delivery method and explained how the district benefits from early CMA involvement: shared owner‑architect‑CMA team planning, transparent bid tabs and the district’s flexibility in awarding trades. Franks said Gallagher is ‘‘an owner's representative, construction services firm founded in 1968’’ and walked trustees through example bid tabs and a total-sheet scenario where alternates allowed additional work while remaining under budget.
