County retools East End connector plan to cut costs and avoid retaining walls

Staff said early conceptual estimates underestimated retaining-wall costs; they proposed shifting the trail/road alignment north to avoid major walls, reducing the project from an initial ~$500,000 estimate toward an estimated ~$200,000, and scheduling engineering this fall to advertise in winter and build next spring.
