Staff (identified in the transcript as 'Adam') recommended the council authorize a compensation study by Logic Compensation Group, describing it as the lower-priced of two bids and noting funding had been included in the current budget. "The one that is before you is the recommended by staff because it is the lower priced and it came in at $25,000," the staff member said, explaining the firm would provide a report in February–March and follow-up meetings at 3, 6, 9 and 12 months after implementation.
