Committee members discussed reports that some candidates are beginning practicum assignments before completing required coursework and agreed a rule change should be drafted to require coursework completion prior to practicum. Members debated what threshold to require — suggestions included 75%–100% completion — but did not set a final percentage and asked staff to prepare draft language for the education subcommittee to review.
