Mike Becker presented an overview of Vehicle Miles Traveled (VMT) mitigation approaches and the legal background behind the shift from level-of-service (delay) to VMT under SB 743. "VMT is the sum of driving," Becker said, describing three models: a single-jurisdiction VMT impact fee, a mitigation bank, and a multi-jurisdiction mitigation exchange that would catalog VMT-reducing projects for purchase by developers.
