County administrator Rebecca Young presented a midyear financial review showing countywide revenue at about 65% of projections and expenses tracking near 45% of budget at midyear. She explained timing differences for state-aid receipts and noted some line items, such as court-appointed expenses, were running high because of a transition in operations.
