Shavano Park City Council approved two related zoning actions: Ordinance 02026002 amended Chapter 36 to allow 'automotive quick-lube service facility' as a special-use in B1 and B2 commercial districts, and Ordinance 02026003 granted a site-specific special-use permit for Lot 2314 in the Pondill East commercial subdivision. The site permit carries council conditions: the commercial parcel must include the restaurant use shown in the approved exhibit and the developer must demonstrate fulfillment of commitments related to that restaurant before the quick-lube permit takes effect.
