Cold Spring authorizes application for water withdrawal permit for its three reservoirs
Trustees adopted Resolution 24-2026 directing the village to apply to the NYSDEC for a water withdrawal permit covering the upper, lower and Foundry Brook reservoirs and authorized James J. Han Engineering PC to submit the application and related forms on the village’s behalf.

The Village of Cold Spring formally authorized submission of a water withdrawal permit application to the New York State Department of Environmental Conservation (NYSDEC) covering the village’s three reservoirs: upper reservoir, lower reservoir and Foundry Brook Reservoir. The board adopted Resolution 24-2026 after a staff explanation that the reservoirs have supplied water since the 1920s and that the NYSDEC noted there is no recorded withdrawal-permit on file, likely because the village’s water service predated modern permitting requirements.
