The Chair of the Committee of the Whole said an earlier ruling that a member was out of order had not been complied with and announced that "as a result, the body has recessed until 6PM." The Chair reminded members to proceed in an orderly fashion and said, "It is my duty as chair to maintain order so that we can continue the people's work."
