Staff recommended Encompass Consulting Group (ECG) as the best-qualified firm to prepare engineering documents for the Monte Cristo Lane pavement-replacement project. General Manager Wold presented the procurement process and noted four responsive proposers; staff asked for approval to negotiate with ECG and to allow the general manager to approve expenditures up to 10% above the negotiated amount to cover scope adjustments.
