The Elkins Planning Commission presented its draft comprehensive plan to the City Council and summarized a multi-year public process that included 15 open meetings, 166 online survey responses and stakeholder interviews. Planning Commission President Phip Coulson said the document is intended as“a long range policy document” to guide future development rather than as an immediate spending program.
