County staff provided a step-by-step Neighborly tutorial and cautioned applicants to use the portal for the jurisdiction they are applying to. "Neighborly is the online grant management software that the county uses for our application process," Noreen Ibrahim said, and she warned applicants not to use a Vancouver login for the Clark County portal because that will produce a blank screen.
