The Putnam County Department of Health posted the final local Solid Waste Management Plan on its website and told the legislature it intends to submit the plan for formal recognition and approval next month. The department flagged food-scrap recycling as an initial implementation area and named Savannah Usher as the county's solid-waste plan manager.
