Troy and Rebecca Kapsner, working with Swift Current Energy, applied for an interim-use permit to install a 198-foot meteorological tower on a 159.65-acre parcel. The proposal would use about 1.62 acres for the tower and guy wires and would operate for a four-year data-collection period before removal. Planning materials show the tower is self-contained (solar-powered) with data transmission via cellular service, and the applicant agreed to a four-year termination condition for the permit.
