The Howe City Council on Nov. 19 conditionally approved the preliminary plat for Talbott Estates, described as 45.487 acres situated in the W. Park Abstract No. 925. Councilmember Billie Ingram II moved the conditional approval and Michael Hill seconded; the minutes record the motion passing 4–0.
