The Howe City Council voted unanimously Nov. 19 to approve an interlocal agreement with the City of Anna to purchase and transfer a portion of Anna’s minimum annual potable water volume obligation under the GTUA contract and to accept the necessary transfer in exchange for an agreed payment.
