Howe City Council on Sept. 10 approved an agreement with Texas Animal Control Solutions to provide combined animal-control and code-enforcement patrols, with six scheduled hours of routine service per week, unlimited impoundment authority and around-the-clock emergency response and phone coverage. The approval was contingent on Collinsville joining the contract and on review by the city attorney before the contract is executed.
