The City of Howe Planning & Zoning Commission recorded a motion Nov. 19 to not approve Ordinance 828; that motion passed 4–0. "Motion by Cassie Montgomery second by Sharon Carroll to NOT approve Ordinance 828. 4 yes 0 No. Motion carried," the minutes state.
