Clerk (speaker 3) introduced a resolution to appoint Danielle Robinson and Lynn Franklin to the Arcola Municipal Management District No. 1 board for terms expiring July 20, 2030. Chair (speaker 1) invited Marcus (speaker 4), identified in the transcript as "Marcus is here with the MMD," to address the council. Marcus said, "the board's already approved, and we'll get ratification on Wednesday night," and explained the recommendation process: the MMD board makes a recommendation and the city may ratify or decline.
