Stacy (Solid Waste staff) reviewed national and local litter trends and introduced the county's illegal‑dumping prevention and surveillance program. She said the county participates in Keep America Beautiful's national litter study and that locally the annual litter index (30 random sites) produces a countywide average of about 2.6 on a 1–4 scale.
