Springdale adopts Utah Community Clean Energy Program ordinance; residents will be auto‑enrolled with opt‑out windows

Apr 8, 2026

The Springdale Town Council voted to adopt Ordinance 2026‑11 joining the Utah Communities Renewable Communities program. The initiative will auto‑enroll town electric customers in a community clean energy program billed as $4/month for residential customers, with low‑income protections and opt‑out periods starting with mailed notices November–December 2026.

The full story

The Springdale Town Council unanimously adopted Ordinance 2026‑11 on April 8, 2026, to join the Utah Community Clean Energy Program (CCEP) organized through Utah Renewable Communities and Rocky Mountain Power. Presenters (Tom Dansie and Randy Eaton) told council the Public Service Commission approved the program March 4, 2026, and that the program uses an opt‑out model: once ordinance adoption and utility enrollment are complete, customers will receive two notices (anticipated on November and December bills) and may opt out for free during the notice period and for the first four billing cycles after the rate appears. After that initial grace period, a termination fee applies.
