City staff told the council the Six-Year Transportation Improvement Program is required annually to secure state grants and loans for street projects and that adoption of the plan itself does not immediately affect the city budget. "Each year, we're required to adopt a 6 year transportation improvement program if we would like to go out for funds at the state level," staff said, explaining the adoption process and regional submittal to the QuadCo planning organization.
