Staff presented the TDR (transfer‑of‑development‑rights) gap analysis and inventory, saying most local TDR certificates were created since the 2023 code update and noting that King County remains the one jurisdiction with widespread TDR success. "Largely, when you look throughout the entire state... there's 1 jurisdiction that's been successful with it, and that's King County," staff said.
