Johnson County commissioners unanimously approved an amended joint participation agreement with the City of Cleburne to create TERS 1A, exclude county participation on residential parcels outside city limits, establish tiered participation rates and earmark an estimated $154 million in TERS revenue for streets, pedestrian improvements, open space and economic grants.
