The board approved RSH Construction as the best‑value contractor for several modernization projects and authorized the lease‑leaseback site and sublease agreements that will allow preconstruction collaboration between the contractor and design teams. Brent Lloyd, director of support services, described the district's move to a fee‑based lease‑leaseback delivery method to allow contractors to participate in design and reduce change orders.
