Chairman Laura Osiadacz opened a special meeting of the Kittitas County Board of Commissioners at 1:11 p.m. Feb. 11 and said the board would move into a closed session to discuss collective bargaining strategy and review negotiation proposals, citing RCW 42.30.140(4)(b).
