At 5:34 P.M. on July 21, Councilmember Mike Boeve moved that the council go into closed session under Iowa Code Section 21.5(1)(c); Councilmember Mary Westphalen seconded and the roll-call vote was five ayes. The council reconvened in open session at 6:10 P.M. after Westphalen moved and Greg Cotter seconded the motion to return; the vote was 5-0.
