Commission recommends R-2/PDD alternative after developer seeks higher-density rezone on Vasquez Ranch Road
Aug 7, 2026
A developer asked to rezone ~3.205 acres on Vasquez Ranch Road from R-1 to R-3 to allow townhomes; staff recommended denying R-3 and instead recommended R-2 tied to a Planned Development District requiring shared-access easements to limit curb cuts onto the future collector. The commission voted to follow the staff alternative recommendation to move forward with R-2 + PDD.
The full story
The Planning and Zoning Commission considered Ordinance 235-2026-012, a rezoning request for approximately 3.205 acres along Vasquez Ranch Road to permit townhome development. Staff told the commission the original application sought R-3 (residential transition) to allow higher density, with 25 proposed single-family lots that the applicant would split to create 50 smaller lots with townhomes. Staff found the request generally consistent with the comprehensive plan but recommended denial of R-1→R-3 due to access and safety concerns; staff instead proposed R-1→R-2 with a Planned Development District that would require shared internal access to avoid multiple driveways onto the roadway.
