Kennedale planning staff told commissioners that rezoning a parcel at 444 E. Kennedale Parkway to C2 would permit land uses inconsistent with the city's TOD designation and could imperil long‑range plans; staff also said the proposed UDC TOD district is on hold.

During the public hearing on PZ Case 2601 staff explained the site's relationship to Kennedale's future land use map and the city's transit‑oriented development (TOD) designation. The presenter described the site as fronting East Kennedale Parkway with a railroad spur to the rear and said the applicant intends to add a metal storage building that would not meet OT4 architectural standards.
