Barnard subdivision hearing: applicants present wastewater permit, board accepts materials for final-plan review
At a Sept. 10 hearing the Town of Starksboro DRB accepted the Barnards' application materials for a 2-lot minor subdivision and added a site plan and VT DEC wastewater permit (WW-9-3597) to the record; the board closed the public hearing and moved to deliberation.

Jason Barnard, the applicant, reviewed the Barnard family's application for a two-lot minor subdivision and read responses to the board's Section 426 review criteria. He told the board that "the State wastewater and potable water supply permit has been issued" and provided a copy at the hearing; the permit was listed in the record as VT DEC Permit WW-9-3597, dated Aug. 20, 2026. Barnard also presented an enlarged Site Plan (Drawing S-2 dated 3/22/2026) that had not been in the pre-hearing packet and distributed it to the board during testimony.
