Yavapai County staff warn ELR changes, TPT and excise trends won’t immediately solve structural shortfalls

Budget Manager Zach Wolf summarized revenue drivers and risks facing the county, noting that Proposition 479 (ELR rebase) raised the county's spending ceiling but did not remove levy limits or guarantee ongoing revenue. "The ELR is still in existence... it has been rebased to our current values," he said.
