Council Member Ben Conklin moved Dec. 6 to pass the Project Apollo FILOT ordinance on second reading; Council Member Douglas Curtis seconded. Council Members Ben Conklin, Gerald L. Miller, Douglas Curtis, Hattie Burns and Todd Smallwood voted in favor; Council Member Ethan Foard voted in opposition. The motion passed 5–1.
