The Pratt County Board of Commissioners on Oct. 5 approved a $142,000 contract award to Smiley Concrete LLC for the Safety Building Lagoon Modification Project. Jacob Crowell of consulting firm Kirkham Michael presented three bids: Esfeld Construction ($105,426), Smiley Concrete LLC ($142,000) and Smokey Hill Construction ($160,835.15). Crowell reported Esfeld’s bid bond was unsigned, a material requirement for the bid.
