Ben Dispennett told the Warren County Commissioners that a county Letter of Intent to the state's Stellar Program is due May 1. Dispennett said selected communities receive $50,000 from OKRA for planning and finalists chosen Nov. 2 may receive $5–$6 million in OKRA funding for projects such as downtown revitalization, blight elimination, and recreational facilities. He said incorporated towns were contacted but only Williamsport had responded so far.
